To complete this important milestone, some services will be temporarily unavailable during the Technology Transition Period, August 29 – 31. Your accounts and personal information will remain secure throughout. We are sharing this information early so you have time to prepare, understand what will remain available, and know where to turn for assistance.

Congressional will be closed as we complete our Technology Transition. Full services resume Tuesday, September 1.

During the Technology Modernization Period, card purchases and several essential services will remain available. Online and mobile account access will be temporarily unavailable while we complete this work. See below for a quick reference on what will be available.

Account Access + Online Banking

Can I access my account online or through the mobile app?

Online and mobile account access will be temporarily unavailable during the Technology Modernization Period. Full access is planned to be restored on September 1.

Will my application or loan closing be affected?

Applications submitted during the Technology Modernization Period may experience a delay in processing. This includes membership applications, loan applications, and any other new account requests. If you plan to close on any loans, please get in touch so we can help you make arrangements.

Will I have access to my statements?

During the Technology Modernization Period, you will not have access to digital banking or your statements. Please download any statements you may need before the Modernization Period begins. Once digital banking is restored, you will have access to your statements. There may be a delay in some historical statements and check photos. Physical statements will be mailed as usual. If you need assistance with getting a statement or check photo once full service resumes, please reach out to our Member Services team at 800.491.2328.

Will I still receive alerts from Online Banking?

Online banking alerts will be temporarily paused during the Technology Modernization Period. Your preferences will remain saved, and all alerts will automatically resume upon return.

Payments & Transfers

What if I need to pay a bill during the modernization period?

Bill Pay will be temporarily unavailable during the Technology Modernization Period. We recommend scheduling any upcoming payments before August 28 or after September 1.

Will Zelle work during the modernization period?

Zelle will be temporarily unavailable during the Technology Modernization Period. Please plan any transfers in advance. This includes incoming and outgoing Zelle transfers.

Will wire transfers be affected?

Yes. Outgoing wire transfers will not be available on Monday, August 31. Incoming wires received during the Modernization Period are planned to be posted on September 1.

Will same-day transfers be affected?

Same-day transfers will not be available during the Technology Modernization Period, August 29–31.

Will my scheduled or subscription payments still go through?

Yes. Any scheduled or subscription-based payments that use your debit card will continue to process as normal.

Will my loan payment still be due?

Yes. Loan payments remain due according to your existing terms. We encourage you to plan ahead and make any upcoming payments before August 29 or starting September 1. Nothing is changing about where to send your payments.

ATM

What ATM services will be available during the modernization period?

ATM cash withdrawals will remain available August 29–31. ATM deposits and balance inquiries will not be available during this time and are planned to resume on September 1.

Deposits

Will my direct deposit be affected?

No. Your direct deposit will not be affected.

Can I deposit a check during the modernization period?

Check deposits will not be available during the Technology Modernization Period.

Cards

Can I still use my debit or credit card?

Yes. Your debit and credit cards will remain active throughout the Technology Modernization Period for purchases. Apple Pay and Google Wallet will also continue to work.

What if I have a fraud or lost/stolen card issue?

If your debit or credit card is lost or stolen during the Technology Modernization Period, please call 855-437-2792 immediately. This number is also found on the back of your card and is available 24/7.

General

Is my money safe?

Absolutely. Your accounts and all of your information remain fully secure throughout the Technology Modernization Period. This is a planned, scheduled milestone in our broader transformation — a process that financial institutions undertake to modernize and strengthen their infrastructure. Nothing about the safety or security of your funds changes.

When will everything be back to normal?

All services are planned to be fully restored by September 1, 2026.

Why are Member Services and branches closed on Monday, August 31?

While our team will be on-site on Monday, August 31, they will be fully dedicated to completing this important milestone and will not have the ability to access member accounts. We appreciate your patience and look forward to serving you on Tuesday, September 1. Rest assured, if you have an urgent need on Monday, August 31, our Emergency Member Support team will be available by phone to answer your questions and assist with time-sensitive member needs. Who can I contact during the modernization period?

During the Technology Modernization Period, Congressional's Member Services and branches will be unavailable. For lost or stolen card support, please call 855-437-2792, available 24/7.

Will any branches be open during the modernization period?

Our Oakton, Virginia branch will be open as usual on Saturday, August 29 from 9:00 AM – 12:00 PM ET — prior to the start of the modernization period. All branches will reopen Tuesday, September 1.
